Let Player Start with Different Subplots
I've seen a post saying that players should be allowed to select different combinations of Strengths and Weaknesses at character creation in order to start with more nuanced characters.
I think the same should apply to subplot cards.

The purpose of the subplot is to serve as the character’s main goal or driving force for that portion of the story. Having multiple subplots might dilute that. Once a subplot is finished the player is able to either continue with it or define a new one.
