allow players to play cards without obstacle in the scene
I would like my players to be able to pick up assets and goal cards without having to have an obstacle in the scene. The way it is with limited challenge points, limited player moves, and the inability of players to play cards if there is no obstacle/character in the scene, scenes with small amounts of players are forced to be short and chopped (for a one narrator, one player scene, the player only ever has to make three moves to win control of the scene). Bigger challenges have to be spread across multiple scenes, even if they occur in the same local during the same conversation.
Narrators are able to set out goal and asset cards in any continuation; players can pick them up without challenges present.
