Make it clearer that the cards are for narrative assistance only.
The Strength / Weakness mechanic seems to be the only quantitative way to manipulate scenes, and that should be obvious to both players and narrator. As it is, one of my players has no idea what to do with the cards (especially in a scene with no obstacle).

Right. There is a quantitative effect, in that any card a player "plays" marks off one point on a challenge. So a player could play 3 Asset cards on a 3-point challenge and thus complete it. But players can only win narrative control of the outcome by playing Strength and Weakness cards.

Makes sense, I was just curious if there was a quantitative effect to those cards, instead of just the qualitative effect.
