Allow the narrator to refuse to credit a challenge action
Right now I'm seeing a lot of characters claim to be playing on a challenge but never actually addressing the challenge. They end up getting karma points (and often winning control) even though the actions and the cards played don't match up. I'd like an option for the narrator to say "These cards weren't actually used in this play." And keep the challenge open as if the cards had not been claimed to have been used.
Narrators can request revisions on moves that do not address the challenge; the player must address the request before they are able to move again.

You can ask players to revise their moves.
They may not realize what they're doing wrong. Try explaining it, or directing them to the appropriate part of the tutorial. It is pretty long for everyone to memorize right off the bat.

Lemme guess... they're nonsensically using Assets / Goals / Subplots? *sigh*
