Narrators are now able to set the scene card limits on a scene by scene basis, allowing all players anywhere from 1-5 card plays in each scene.

Also helpful for situations when a card is no longer applicable or relevant, e.g. a goal card related to a challenge that's now over, or an asset that's been destroyed due to circumstances.

Or what if the 'neutral' cards didn't count towards your total of cards played in the scene. It would give them some use at least if you could effectively get an 'extra' card out of using an Asset or Subplot. Right now they are pretty useless aside from as flavor.
